Not first in one narrow ranking aimed at a single type of expat, but first overall — ahead of Singapore, Malaysia, Portugal, and 188 other countries assessed on everything from tax rates to street safety. - Climate comfort: 20/100 — average January temperatures of -3°C to -5°C and limited winter daylight are a real trade-off.
- Foreign income tax: 58/100 — Estonian tax residents are taxed on worldwide income, though relief is available through double taxation treaties with over 60 countries.
- General affordability: 62/100 — even though housing affordability specifically scored a much healthier 82/100.
What a #1 Ranking Means If You’re Actually Planning to Move
